This role is in the HMRC Guidance Team. We’re part of HMRC’s Customer Experience Directorate and are responsible for HMRC’s GOV.UK guidance and internal guidance products. Our guidance products play a vital role in supporting millions of people to access digital services, meet their tax obligations and get targeted financial support.
Job description
This is an opportunity to make a real difference and help simplify the tax system for everyone. You’ll be part of a user-centred design community that’s breaking the mould of traditional government work. You’ll lead an established team of skilled user researchers, and you’ll work in a supportive environment with plenty of opportunities to learn, grow and thrive.
As a Lead User Researcher, you will lead user research activities across the guidance team. You will build user centred practices in new teams and align user research activities with wider plans to inform service propositions. You will lead other user researchers to assure and improve research practice.
You will be a leader in your field. An experienced practitioner and a skilled team leader, confident in explaining user needs and the value of User Research to senior civil servants and delivery teams alike. You will be comfortable working with a range of stakeholders, and be able to quickly build credibility, influence and be able to inspire others to deliver high-quality user research with commercial impact.
You will be joining a thriving and supportive User Researcher community, with regular opportunities for insight sharing, training and discussion. Person specification
As a Lead User Researcher, you will be:
Leading user research for complex and high-profile projects, programmes and/or portfolios of work. Overseeing research across a portfolio of work and enabling teams to deliver research activities that support the design, development and continuous improvement of complex government services.
Working with colleagues to make sure services are inclusive and anyone who needs to use them can do so as easily as possible. Understanding the diversity of users of government guidance and services.
Managing strategic relationships with stakeholders, advocate for the value of user research, building strong arguments using research evidence to influence sceptical stakeholders.
Aligning user research activities with objectives, vision and strategy of the organisation; leading parts of the User Research strategy across the organisation.
Actively helping teams understand and develop a user-centred mindset, leading regular community meetings and cross-programme UR assets like user needs and personas.
Assessing services to ensure they meet the Service Standard.
Mentoring, managing and guiding teams to assure and improve research practice.
Essential Criteria
Being a leader in your field, an experienced practitioner and a skilled team leader.
Extensive practical knowledge of a range of quantitative and qualitative user research methods. Able to guide colleagues in the choice and effective application of research methods.
Understand the Agile delivery framework, and how to get teams to deliver effective user research within it.
Extensive experience leading inclusive user research, with a strong track record of engaging diverse user groups and building effective partnerships with both internal stakeholders and external organisations.
Working in an open, iterative and collaborative way in a multidisciplinary team.
Understanding organisational strategy and objectives. Aligning user research activities with objectives to create strategic insights that inform policy and proposition.
Communication, presentation and interpersonal skills; communicating complex concepts clearly and persuasively across different audiences and varying levels of the organisation.
A degree in psychology, cognitive science, human factors, computer science, product/interaction design, human computer interaction or related disciplines, or equivalent professional experience.

Interview
During the panel interview, you will be asked to deliver a ten-minute presentation. This will be a scenario-based question that demonstrates one of the technical skills:

- Research management, leadership and assurance
Details will be provided 3 working days before the interview.
