About the Team
 

This role sits within Ofcom’s People and Culture (P&C) team. The People and Culture team is here to support colleagues through their journey at Ofcom – from recruiting them to their role, to the moment they head to pastures new. The Reward team sits within the P&C team, as a recently formed Centre of Expertise, covering Compensation, Recognition, Benefits and Wellbeing. The team has an ambitious agenda for the coming years, as it aims to develop a Total Reward ethos in the organisation, supported by integrated strategies for components of the package. The team delivers substantial projects and core work, with a continuous improvement mindset and agility.

Purpose of the Role
 

The Compensation & Recognition Manager reports to the head of Reward. This role coordinates the delivery of a consistent, transparent, and competitive Compensation and Recognition provision to colleagues to ensure that Ofcom can attract and retain the talent it needs to deliver its strategy.

Your key responsibilities
 

  • Drive Compensation and Recognition initiatives.

  • Deliver activities within our annual compensation and recognition calendar, as well as manage ad-hoc and ongoing business needs and requests. The majority of the work will be analytical, and data orientated and will also require relationship building and strong stakeholder management.

  • Work closely with colleagues in the P&C team to deliver a seamless, inclusive, high-quality user experience and to share knowledge. This includes the following teams: People Operations, People Business Partners, Culture, Diversity & Wellbeing, Employee Relations and Talent.

  • Provide day-to-day management of all employee Compensation & Recognition matters

  • Manage and develop the organisation-wide recognition schemes

  • Use data and insight to prepare regular updates for senior stakeholders such as the People Committee (a Board sub-committee), the Senior Management Team and the Senior Leadership Group. Contribute to and prepare relevant governance papers.

  • Work with the Head of Reward to design and implement Phase 2 of Ofcom’s pay framework strategy, ensuring alignment with business priorities, market benchmarks and internal equity.

  • Work with the Head of Reward to design and develop the annual pay review model recommendations and roll out to people managers and colleagues.

  • Participate in the development of the pay policy, reward strategy and design of new programmes/policies to meet business objectives.

  • Act as Reward Business Partner, providing guidance and recommending the best course of action to the People Business Partners and rest of the P&C team. Includes partnering with the Benefits team to deliver a Total Reward package that aligns with Ofcom’s pay strategy and supports employee engagement and retention.

  • Develop and sustain strong relationships with our Managers, Trade Union, Colleague Forum and Colleague Networks.

  • Create and maintain close relationships with Payroll, Finance, and other relevant teams to ensure Reward information is accurate and relevant.

  • Ensure Ofcom’s participation into salary surveys and maintain benchmarking data. 

  • Manage the job levelling process including job evaluation, communication and maintenance of outcomes.

  • Lead the conduction of the Equal pay audit and Pay Gap reporting.

  • Develop and prepare communication materials (e.g.  briefing materials for line managers, The Hive (Ofcom’s intranet) and general reward guidance.

  • Monitor external statutory, legal and best practice trends which may have an impact on Ofcom’s reward practices and principles.

The skills, knowledge and experience you will need for success
 

Essential skills and knowledge
 

  • Experienced Compensation and Recognition professional

  • Channeling influence / forming relationships: demonstrably strong stakeholder management skills, and experience of working with and influencing a diverse set of stakeholders

  • In-depth experience of an annual reward cycle and of building complex pay models.

  • In-depth experience of all aspects of job analysis and pricing, including survey analysis

  • Demonstrable experience of all aspects of incentive plan design and governance

  • Strong data analysis and experience of manipulating large volumes of data

  • Current knowledge of best practice in Reward

  • Experience of advising colleagues on reward queries

  • Experience of maintaining and managing data on Workday

  • Highly proficient in Microsoft Office package, particularly Excel

  • Experience in using WTW, Korn Ferry and other data sources and methodologies
