Job Description
HS2 is Great Britain’s new high-speed railway. Once operational, HS2 trains will facilitate journeys between Birmingham and London, with services extending to Manchester, the North West, and Scotland using conventional railways. The new route will comprise 140 miles of track, four stations, two depots, 32 miles of tunnel, and 130 bridges. The first HS2 services will run between Birmingham Curzon Street and Old Oak Common in London from 2029 to 2033.
HS2 has awarded several railway systems contracts, valued at over £4 billion, for the design, supply, construction, testing & commissioning, and maintenance of the route between London and Birmingham.
HRS03 HV Power (traction and non-traction) Rail Systems Contract is being delivered by the Siemens Mobility Costain Joint Venture (SMCjv) (the Contractor) on behalf of High Speed 2 (the Employer).
HRS03’s scope of works is to provide 25kV Traction and 33kV/11kV Non-traction HV power for HS2’s rail system Phases 1 and 3 between London Euston and Birmingham. The works will include various disciplines such as HV power, SCADA, Civils, Protection & Control, EMC, E&B and LV power.
As part of the HRS03 delivery the project intends on putting in place a best in class commercial function centred around providing value for money for both the HS2 client and for the respective parent companies delivering the scheme.
Project Quantity Surveyor leading the commercial management of all elements of design works (inclusive of subcontract and self delivery) reporting directly into the Senior Commercial Manager on the project. The role will require management of a team which is likely to grow over the lifespan of the works.
Responsibilities
The Project Quantity Surveyor will lead in the everyday commercial management of the SMCjv HRS03 design, which is a combination of self-delivery and subcontract packages. Further specifics are given as follows;
- Understand the original project budgets in respects to the design delivery strategy and manage these budgets in response to Employer driven changes and the intended delivery strategy of the project team
- Establish strong working relationship with package managers to keep on top of evolution of design progression
- Establish and develop effective commercial working procedures for the management of internal ‘seconded’ staff with the package manager to ensure established budgets are not exceeded
- Work with the engineering function to help in the placement of design subcontract packages, managing such packages in accordance with the subcontract terms and conditions in place
- Work with package leads to manage instructed and submitted change events, appreciating the need to feed into main contract entitlements
- Feed into all main contract and internal business reporting functions in a timely manner taking consideration of reporting calendar deadlines and cut offs
- Ensure monthly payment assessments are produced in line with contract mechanisms in conjunction with package manager utilising appropriate measurement skills
- Develop commercial understanding and competence across the project management / engineer community
- Ensure all commercial processes and document control complies with the appropriate JV standards and governance
- Maintain complete commercial contractual records
Knowledge, Skills, and Experience
Essential
- Experience in placing and managing NEC3 design subcontracts
- Ability to identify and assess supply chain change entitlement within the subcontract framework in place
- Ability to work to deadlines in a timely manne r
- Ability to integrate into the culture and work ethic of the team
- Proficient measurement of the works when assessing payment entitlement
- Ability to lead and motivate a team
Desirable
- Ability to interpret works information and conditions of contract with confidence
- Experience working with HV electrical design systems
- In depth knowledge of design processes and procedures
- Experience working on HS2 projects

Qualifications
Essential
- Degree or equivalent level qualification in Quantity Surveying or related construction subject
Desirable
- RICS / ICES chartership (or equivalent)
- Relevant CSCS card
