How you’ll make a difference

As Risk and Insurance Manager, you will oversee the insurance and risk function, leading on a proactive insurance service and support the development of the council’s risk management framework and strategy and associated risk register monitoring activities.

You will be responsible for handling all insurance related matters including the efficient handling of claims, overseeing the insurance reserve, delivering value for money within provision of insurance contracts and lead on the procurement of insurance policies and renewals with a net budget of £97,600.

What you will be doing

  • Manging the council’s risk management activities, you will provide assurance that effective risk management arrangements are in place and support the development and implementation of the risk management framework and strategy, ensuring it is within budget.
  • Daily, you will provide specialist advice and consultancy on risk management, insurance and liability issues to managers so they can effectively deliver requirements for their service areas.
  • It will be your responsibility to keep updated around the legislative framework and practice and develop effective monitoring systems to ensure the council has optimum cover, minimises external premium costs and maintains an internal insurance fund at a level appropriate to potential liabilities.
  • Managing the procurement process for externally purchased insurance policies, you will ensure they include regular monitoring of contracts to agreed delivery standards and be responsible for the insurance data dashboard and statistical information to inform decision making.
  • To deliver an effective in-house claims handling service, you will develop and maintain appropriate procedures, ensuring team members comply with processes and consult with external solicitors and barristers to deliver efficient financial outcomes.
  • You will manage four direct reports, ensuring they have regular appraisals and are developed in line with performance management arrangements, taking responsibility for recruitment, training and motivation in order to provide a highly professional service.

What we need from you

  • We require you to have relevant professional accreditation, from the Chartered Insurance Institute (advanced diploma) or similar or the equivalent demonstrable knowledge, skills, and proven experience in insurance.
  • It is essential that you have knowledge of relevant national and regional policy, legislation to the public sector and to the managed area.
  • You must be an effective leader and people manager, with experience of managing, co-ordinating and planning a risk and insurance service, ideally in local government or similar public sector organisation.
  • Having experience of developing and maintaining complex partnerships, you will demonstrate excellent influencing and stakeholder management skills and the ability to build relationships.
  • Due to the responsibilities of the role, we require you to have financial and commercial acumen with experience of managing budgets.
