The Opportunity…

 

We are looking for an Export Control & Sanctions Senior Specialist to join our Nuclear Services Business.

 

In your role, you will be responsible for ensuring EDF’s compliance obligations across local and international trade restrictions including export controls and sanctions.

 

You will be tasked with designing, developing, and maintaining EDF’s export control licensing requirements and be responsible for the identification, application and securing of EDF’s export control licences in collaboration with Licensees’ requirements, supporting IT, HR, Supply Chain, Engineering, Project Managers, R&D, and other internal stakeholders as required.

 

This is a visible role across the organisation, and you will act as a central contact for all trade compliance queries by developing relationships, processes, procedures, and training programmes.

 

You deal with queries from all levels of the business and will have the desire to learn and understand the technical aspects of our clients' operations as required.

What you’ll be doing…

 

  • Providing advice and support to all EDF’s companies with regards to export control processes, procedures and regulations in relation to the Company’s operational requirements.
  • Developing and implementing trade control measures within each licensee, developing a strategy alongside licensees for export licence requests and applications.
  • Working collaboratively with Supply Chain, Research & Development, and Project Teams to evaluate business transactions and associated documentation.
  • Supporting bids and projects through the Life Cycle Management (LCM) process (e.g. gate reviews, bids, tenders, Request for Prices (RfP) and trade control plans).
  • Apply for Export licences for EDF’s Licensees and support licence activities.
  • Assisting the Licensees by communicating with third parties on trade control and Sanctions matters (such as suppliers, customer trade compliance personnel and government authorities).
  • Collating Licensees’ reportable nuclear goods and technology usage, issuing reports to several governmental agencies.
  • Supporting Licensees with internal and external audits.
  • Creating, supporting and delivering appropriate training for EDF’s growing and diverse workforce. 
  • Conduct interviews, scrutinise details, and ask questions to make sure employees make every effort to stay compliant across various departments.  Initiate mitigations to ensure compliance.
  • Support the Trade Compliance Manager on digital transformation of Trade Compliance tools.
  • Work closely with the EDF Export Control & Sanctions Manager to ensure a coherent Trade Control compliance programme. 
  • Consult with EDF’s in-house and external legal advisors as required.

 

 

Who you are…

 

Your background may include some of the following:

 

  • Proven experience in export control, and licensing.
  • Knowledge of UK (OGELs/SIELs/F680), EU (dual use) and US (ITAR/EAR) Part 810/110 Export Laws and Regulations.
  • Experience of using third party screening software and SPIRE.
  • Ability to explain complex trade compliance requirements to all levels of the organisation in a meaningful way.
  • Good understanding of commercial trade terms & conditions, capable of providing commercially pragmatic advice to EDF.
  • Negotiation skills, with previous experience negotiating complex trade compliance clauses with multiple stakeholders.
  • Ability to make export jurisdiction & classification assessments for services, software, technology and products.
  • Proven working experience in UK conduct regulations, regulatory change management requirements and applicable laws with excellent knowledge of reporting procedures and record keeping.
  • Excellent analytical skills and the ability to analyse and interpret information quickly in a methodical and diligent manner, experience in infrastructure projects desirable.
  • Able to communicate with a wide range of internal and external stakeholders, including ability to interface with Government agencies.
  • Hands on and capable of managing and delivering competing priorities in a rapidly changing environment.
